承接 doc-organization-plan-2026-06-23.md,落地执行版本。

1. 目标
将 docs/ 从 33 个根文件 + 重叠子目录重组为清晰的三层结构:specs / plans / design。

3. 准入规则
什么进 specs/
- 定义硬约束、统一口径、字段规则、分层规则
- 用于协作执行,不描述某个玩法本身
- 其他文档或线程把它当成"必须遵守的边界"
什么进 plans/
- 明确记录时间、优先级、派发、当前顺序
- 描述"现在做什么、做完了什么、后面做什么"
- 版本记录、日计划、资源补齐、执行拆分
什么进 design/
- 描述某个系统或玩法怎么工作
- 关注玩家体验、系统结构、状态流或交互方式
- 按"已落地 / 进行中 / 后续储备"分状态

8. 执行原则
- 先建骨架,再迁文件:每阶段先创建目标目录,再做 move
- 先改引用,再改路径:迁移前更新所有引用方
- 冻结文件最后动:等线程完全收口
- Git 跟踪所有变更:每步操作可回滚
- 不做大规模 rename:只做必要的文件移动和目录重组
